The concession program for federal airports began in 2011, with the airport of São Gonçalo do Amarante, in the state of Rio Grande do Norte. In February 2012, the federal government held a new round of concessions, covering the airports of Brasilia, Guarulhos and Campinas, the latter two in the state of Sao Paulo. In December of that same year, the federal government launched the PIL - Airports Program, aiming to improve the quality of airport services and infrastructure, and to expand the air transportation services for the Brazilian population. The program included the concession of the Galeao (RJ) and Confins (MG) airports and the program for investment in regional airports.

On June 9th, 2015, a new stage of the 2015-2018 Logistics Investment Program was launched. In the airport sector, the program aims to expand infrastructure, improve service quality, bring more innovation and experience from international operators, boost tourism, improve cargo transportation, and create new regional hubs through concessions of the airports Pinto Martins, in Fortaleza (CE); Luiz Eduardo Magalhães, in Salvador (BA); Hercílio Luz in Florianópolis (SC); and Salgado Filho in Porto Alegre (RS). The total estimated investment is R$ 7.2 billion, for Porto Alegre (R$ 1.7 billion), Salvador (R$ 2.8 billion), Florianopolis (R$ 0.9 billion) and Fortaleza (R$ 1.8 billion). Auctions are scheduled for the first half of 2016 (link: http://www.aviacaocivil.gov.br/assuntos/concessoes-de-aeroportos/novas-concessoes). Another R$ 78 million will be invested in concessions of regional airports in the cities of Araras / SP, Bragança Paulista / SP, Caldas Novas / GO, Campinas (Amarais) / SP, Itanhaém / SP, Jundiaí / SP, and Ubatuba / SP. On latest friday, 2016, May 6th, Secretary of Civil Aviation (SAC - Portuguese) has noticed a public call directed to expression of interests on Cuiabá/Varzea Grande(MT) Marechal Rondon International Airport concession studies.

Technical feasibility studies

PMI

A Procedure for Expressions of Interest (PMI) was initiated for the preparation of technical feasibility studies. The details for the preparation of studies can be found on the website of the Civil Aviation Secretariat of the Presidency (link: http://www.aviacaocivil.gov.br/assuntos/concessoes-de-aeroportos/novas-concessoes/pmi). The goal of the PMI is for interested companies to submit studies for the concession of Florianopolis, Fortaleza, Porto Alegre and Salvador airports.

The deadline for the stage of expression of interest by companies ended on October 7th, 2015, and 100 expressions of interest were submitted by 30 different companies Companies authorized to carry out the studies can be found at the link. Each authorized company had 90 days to complete and presented studies on Monday , October 26 , 2015. 7 studies were presented , and one consortium delivered studies for four airports, one for Salvador and Fortaleza and only to Fortaleza . After technical analysis made by the Civil Aviation Department – SAC (pt), the best studies were selected on November 19, 2015. The winning companies of the expressions of interest were:

  • Moysés & Pires Sociedade de Advogados, BF CAPITAL, JGP CONSULTORIA, LOGIT, M&P E PROFICENTER" to Porto Alegre/RS and Florianópolis/SC airports; 
  • Aéro Brasil" (Verax Consultoria e Projetos LTDA, Empresa Brasileira de Engenharia de Infraestrutura LTDA, Fernandes Arquitetos Associados S/A e Geo Brasilis Consultoria) to Fortaleza/CE and Salvador/BA airports.

In Addiction to the 4 airports originally releaseds in PIL2, the Secretary of Civil Aviation (SAC - Portuguese) has noticed a public call to companies expresss interests on presenting studies to one more airport concession: Marechal Rondon International Airport, that serves the capital of Mato Grosso state, Cuiabá and is located on Varzea Grande (MT). Analysis of TCU - Stage 2

Concession period

Existing concessions vary from 20 to 30 years. Deadlines for the next concessions will result from Feasibility Studies to be approved by the Civil Aviation Secretariat.

2. For visits to Galeão Airport, the scheduling should be requested exclusively through the following email:visitaaerogaleao@infraero.gov.br

3. It is the decision of the foreign visitor to bring a translator, if applicable;

4. If you intend to visit restricted areas and/or customs areas (airplanes tarmac, passenger terminal, cargo terminal, etc..), requests must be submitted at least 48 hours in advance in order to be provided authorizations by the appropriate bodies;

5. For accreditation purpose it is necessary to send by email the identification of all visitors as well as a scanned copy of the I.D. or passport in a timely manner.

Additional notes
• São Gonçalo do Amarante Airport is the first Brazilian airport 100% managed by private initiative. Unlike other airports under concession, it is a greenfield airport, i.e., it did not exist prior to concession. It was concluded seven months before the date set out by contract.
